A Wheeling guide to the medical cannabis card

Wheeling is in the Northern Panhandle, with Ohio across the river and Pennsylvania a short drive east. One naming quirk trips people up: the county is also called Ohio.

Ohio County, not the state of Ohio

Wheeling is the seat of Ohio County, West Virginia. When you search OMC's registered physician list or its dispensary list, both of which are organized with a county for each entry, look for Ohio County. Then check Marshall and Brooke if you live toward either end of town.

Out-of-state physicians can appear on OMC's list in their own section, but they still need a West Virginia license and OMC registration. A doctor licensed only across the river cannot certify you.

Leave it home when you cross the river

Plenty of Wheeling residents cross into Ohio or Pennsylvania for work, family or shopping. OMC says licensed patients and caregivers are prohibited from traveling outside West Virginia with medical cannabis. The card is valid only in West Virginia and offers no protection for products bought anywhere else.

So the rule is plain: if you are leaving the state, your medical cannabis stays behind. That includes a quick trip over the bridge.

Getting certified and applying

The physician must be an MD or DO licensed in West Virginia and registered with OMC. Physician assistants and nurse practitioners cannot certify. Once you have the certification, you apply in OMC's Complia portal with a photo ID, a passport-quality digital photo and proof of residency from the DMV's accepted list. The fee is $50, paid by ACH or a mailed check or money order. Payment apps are not accepted.

Allow at least 30 days after OMC receives your application and payment. The application guide lists the common mistakes, and the cost page explains the hardship waiver.

Rather not drive to an appointment?

Online evaluations are available for West Virginia residents. Before you pay, ask how the physicians handle the in-person part of continuing care that the state law mentions. Code DRWDY85872 takes 5% off.

Buying and the 30-day limit

You can buy up to 6 ounces of flower or 60 grams of concentrate in a rolling 30-day period, unless your physician sets a different amount. Each purchase amount comes back 30 days after the purchase date. Call a dispensary before you go; OMC says hours and product availability come from the dispensary itself.

Allowed forms include pills, oils, tinctures, liquids, topicals, dermal patches and flower or concentrate for vaporizing. Smoking is banned. Dispensaries do not sell edibles. Read the full patient rules for storage and driving.

Neighboring guides

Up the river, the Weirton guide covers Hancock and Brooke counties. If you are headed to WVU or the I-79 corridor, the Morgantown guide covers Monongalia County. For Wheeling, start with the Ohio County section of the physician list and book your visit.
