Medical cannabis in Martinsburg and the Eastern Panhandle

Martinsburg is the Berkeley County seat, out in the Eastern Panhandle along I-81. Maryland and Virginia are close; the rest of West Virginia is not.

A West Virginia card, used in the panhandle

If you live in Martinsburg and work, shop or see family across the state line, none of that changes the program you are in. To get a card you must be a West Virginia resident, you must be certified by a physician registered with West Virginia's Office of Medical Cannabis, and the card works only inside West Virginia.

Neighboring states do not count

This is the part to get right. A doctor licensed only in Maryland or Virginia cannot certify you. The certifying physician must be an MD or DO fully licensed in West Virginia and registered with OMC. OMC's registered physician list has a section for out-of-state registered physicians, and those physicians hold West Virginia licenses and OMC registration. That is different from any doctor across the line.

The same goes for products. OMC says the West Virginia card offers no legal protection for products obtained outside the state's medical cannabis system, and that patients and caregivers may not travel outside West Virginia with medical cannabis. If you work across the line, your medical cannabis stays home.

Finding a physician from Berkeley County

Look under Berkeley County on OMC's list first, then the neighboring panhandle counties. If you cannot find a registered physician close by, an online visit is worth considering, especially since most of the state's cities are a long drive west. OMC lists telemedicine companies and says visits can be online; the law itself still refers to in-person consultation as part of continuing care, so ask the provider how they handle it. Our page on online evaluations in WV lists the questions to ask before you pay.

Rather not drive to an appointment?

Online evaluations are available for West Virginia residents. Before you pay, ask how the physicians handle the in-person part of continuing care that the state law mentions. Code DRWDY85872 takes 5% off.

Applying and waiting

With your certification in hand, apply in OMC's Complia portal. Upload a photo ID, a passport-quality digital photo and proof of West Virginia residency from the DMV's accepted list. A Maryland or Virginia license will not prove West Virginia residency. Pay the $50 fee by ACH or mailed check or money order, or request the hardship waiver with proof of income. Allow at least 30 days after OMC receives your application and payment.

Dispensaries in the Eastern Panhandle

Use OMC's dispensary list or locator and filter by county. We do not name stores. Call ahead about hours and stock. Our dispensary guide covers what you can buy and how the rolling 30-day limit works, which matters if your nearest store is not next door.

Smoking is banned in West Virginia, and dispensaries do not sell edibles. Vaporizing, pills, oils, tinctures, liquids, topicals and patches are all allowed. The full patient rules cover storage and driving.

The rest of the state

The nearest cities in our guide are a long way west. The Morgantown guide and the Fairmont guide cover the north-central counties if you spend time there. For Martinsburg, start with the Berkeley County section of the physician list and confirm your residency documents before anything else.
